Gaston County had more textile mills than any county in the country, and most of those mill villages are still standing and still lived in. That is our bread and butter — small frame cottages on brick pier laid to a Lockwood, Greene grid, clearance often under 18 inches, no continuous perimeter, only curtain-wall infill added decades later. Every one of those houses has 80 years of enclosed porches, rear additions, and sistered joists layered on top of a foundation that was never sized for them. When we walk one, we look at the added-on rooms first, because that is almost always the wettest part of the crawl.

The rest of the county fills in around that. York-Chester and Brookwood are the two locally designated historic districts, so vents, access doors, and exterior mechanical equipment are Minor Work COA items — a form and a staff review at 150 S York St, not a Commission hearing. Downtown Gastonia and Loray Mill Village are National Register only, no COA. Since August 29, 2022, construction permits inside the city limits are pulled at Gaston County Permitting, 128 W Main Ave, after the City issues the zoning permit first. Kings Mountain is the exception — it runs its own inspections desk on N Piedmont Ave through Cleveland County. We keep those straight so the job does not stall.

Under the house it is Cecil and Pacolet clay — red, plastic, hardpan at 24 to 36 inches, water sheets rather than soaks in. Southwest of town, out toward Sparrow Springs Rd and Bessemer City, the Kings Mountain quartzite belt puts rock close to the surface and groundwater rides laterally on top of it, so a crawl can flood from a storm that fell two ridges over. Gastonia's four watersheds — Catawba Creek, Long Creek, Duharts Creek, Crowders Creek — drive most of what we see. Duharts has a live erosion problem the city funded a stream restoration for, and after Helene came through in September 2024 riverside crawls in Cramerton, Lowell and Mount Holly took standing water that many still have not properly dried out. Frame cottage on original brick pier, 16 inches of clearance at the girder, no perimeter wall — just later curtain-wall infill and a rear-porch enclosure the owner's father added in the 1960s over shallower piers. We pulled the wet fiberglass, sealed the vents, laid 20-mil Viper CS reinforced woven poly up the piers and terminated on aluminum bar with SikaFlex-1a, then set an Aprilaire E070 on a condensate pump running to daylight at the low back corner. No HOA in Loray and never was one — the mill owned the houses until it started selling them off before WWII.

HOA on this block reviews exterior modifications only, so the compressor pad location got signed off before we cut siding for the drain penetration.

My house is a Loray mill cottage on brick piers with barely 16 inches of clearance. Can you even work under there?

Yes — that is the majority of what we do. The Loray, Arlington, Ozark and Flint-Groves villages were laid out by Lockwood, Greene of Boston with the same three basic house types on brick piers, and none of them were built with the crawl clearance a modern crew expects. We move in on our sides. Every liner run, pier wrap and dehumidifier hang gets planned around the pinch points. Tight is normal, not a disqualifier. If a pass is genuinely impossible we will tell you before you sign anything.

I'm inside a York-Chester or Brookwood local historic district. Does that mean a Certificate of Appropriateness for crawlspace work?

For most of what we do, yes, but it is Minor Work — a form and a staff review at 150 S York St, not a Historic District Commission hearing. The two district handbooks specifically call out chimney and foundation repairs including vents and access doors, installation of mechanical equipment, and replacement of exterior stairs as Minor Work items. Ordinary maintenance with matching material needs no COA at all. Major Work goes to the Commission on the fourth Thursday at 181 South St, but almost no crawlspace scope rises to that. We handle the paperwork.

Where does the permit actually come from now that Gastonia and Gaston County consolidated?

Since August 29, 2022, construction permits inside Gastonia city limits are issued by Gaston County Permitting at 128 W Main Ave — but the City of Gastonia has to issue the zoning permit first, or the county will not process the construction permit. Outside the city, Gaston County Building Inspections at the same address covers unincorporated Gaston County plus Belmont, Bessemer City, Cherryville, Cramerton, Dallas, Delview, High Shoals, Lowell, McAdenville, Mount Holly, Ranlo, Spencer Mountain and Stanley. Kings Mountain is the one we always call out separately.

I own a house in Kings Mountain. Why do you keep saying that is different?

Because Kings Mountain is a Cleveland County city, not a Gaston County one, even though a small sliver of the corporate limits crosses into Gaston. It runs its own Inspections and Codes Department at 1013 N Piedmont Ave, and unincorporated Cleveland County is handled by Cleveland County Building Inspections. If a contractor tries to route your job through Gaston County Permitting, they are wrong. We pull the right permit at the right desk on the first try.

My crawl in Cramerton, Lowell or Mount Holly took water from Helene in September 2024 and it still is not right. What do you do about that?

A Helene crawl is not a normal vapor-barrier job. First we pull everything that got wet — fiberglass, old 6-mil, any encapsulation film that trapped silt underneath — and get moisture readings on every joist and girder before we do anything else. Anything above the code threshold gets dried with commercial dehumidification, not fans and hope. Rotted structure is sistered or replaced with pressure-treated stock. Only after the wood is back inside spec do we run new 20-mil liner, set a properly sized dehumidifier, and route sump discharge well away from the same watershed that caused the problem.

I'm out in unincorporated Gaston County on septic. Does that change the sump plan?

Yes, and it matters. Sump discharge on a septic property cannot route toward the drainfield — you can hydraulically overload it, and if inspections catches it you own the repair. We map the drainfield during the on-site walk, set the discharge line and pop-up emitter well upgradient of it, and pick a low point on the lot that sheds away from the house without soaking the septic system. Same rule out toward Boogertown as out toward Sparrow Springs Rd — we do not shortcut this because it is unpermitted work either way.
